basically yes. 1 heat zone means there is a single heating system for entir
house and it's controled from a single location. In reality the rooms'
temperature will be different, like lower level will be cooler than upper
level.

1/1 configuration is most likely hot air and cold air sharing the same pipe.
3/0 is most likely using hotwater/electrical baseboard.
