Although the 400k house is a very good refernece in your case, you don't
really have the choice between buying the 400k one or the 450k one. The
400k one is simply not on the market.

但是影响房价的因素太多了，不能只拿一个房子作参照，至少三个吧。
再说如果那个是40w卖掉的，这个贴45w很正常哈，现在的房市，第一个报价至少砍10%

the answer is likely no. You can get a unfinished basement finished for
less than 50k.
But if you consider all the hassle finishing a basement, it could worth well
above 50k, depending on how you value your own time.
