I talked to my inspector, he said that he does not suggest to hire a structure engineer. What do you guys think by looking at the cracks?
Driveway cracks
Garage wall cracks
Inspector claims that the old house that I am buying is having settling
problem.
The south and east sides are ok with 0.4-0.5% settling
The north and west sides have problem with 0.8-0.9% settling
if>1%, foundation will need to be repaired.

If you are so concerned, you need to hire a structure engineer to look. Your
inpector is not an expert on foundations.

Actually, you are right, the seller added one floor on the garage (Southeast
side)
I guess that's part of the reason which cause the south side settles more (0
.9%). However, the east side is ok.
Driveway has a few cracks too.

based upon your house size...

about the structure engineer.
