often times, builders don't compromise on sales price to protect people who
already bought in the same development, and future sales in the pipeline,
also to maintaining comps. they give concession on upgrades (free or
reduced price) and/or lot premium and so forth. that's where the
negotiation should be focused upon.
many of today's markets are still vulnerable. builders increase price a tad
on each release yet give away free upgrades the same time to balance it out.
