CA. STATE CONCTRACTORS LICENSE
As an owner hiring an unlicensed individual you assume full
responsibility for all phases of your project and its integrity.
Unlicensed individuals most likely carry no Liability Insurance or
Workers Compensation Insurance. What does it mean when they are injured
while on your property ? This means YOU the homeowner could be asked to
pay for injuries and rehabilitation through your homeowner's insurance
policy or face lawsuits.
In California, anyone who contracts to perform work on a project that is
valued at $500 or more for labor and materials combined must hold a
current, valid license from the CSLB. Landscapers need a C-27 state
license, tree trimmers need a D-49 state license and concrete installers
need a D-8 state License. Many here on Craigslist are UNLICENSED or use
fake license numbers. State law requires all contractors to place their
state Lic. number on all advertisements. It also requires all unlicensed
individuals to place in writing on any advertisement they are not
licensed and are not qualified to do any job over $500 dollars in labor
and materials combined. If the project is over $500 dollars and you
don't see a license number DON'T CALL! Save yourself a headache or a
court date trying to get your money back.

People you get what you pay for. Unlike unlicensed scammers, licensed
contractors are held to the highest of standards because disgruntled
homeowners can turn them in to the CSLB for shoddy or incomplete work.
This is why all contractors must be bonded, so the bond can pay to
complete the job. What licensed contractor wants to lose his license?
You have no recourse against an unlicensed scammer except try and take
them to court. Good luck with that because they most likely have no
money! Don't hire an unlicensed individual unless you like throwing your
money away, DON'T DO IT!

Homeowners you need to educate yourselves on how to hire someone for
your home projects before you end up CHEATED out of your money. These

REMEMBER:
Licensed contractors must demonstrate knowledge of their craft, be
tested, fingerprinted, bonded and FBI background checked before they are
licensed to work in California.
They must also carry at least a $12,500 Bond.
This bond is written to cover any project the contractor agrees to
perform.
Contract bonds guarantees both the completion of the job and payment for
all labor and materials.
Licensing is about financial protections for the consumer, homeowners
who hire unlicensed individuals take chances. The work may not be done
correctly or a job-related accident could become the financial
responsibility of the homeowner. Most educated people would not think of
driving without a license or insurance. "But they have no problem with
someone climbing a steep roof or tree without insurance or a license."
Remember once an unlicensed individual and his workers step foot onto
your property and begin working, you the homeowner are responsible for
any damage or injury that may occur.

All contractor advertisements, whether it be an ad in the phone book or
newspaper, a flyer that shows up at your front door, or the company's
name on the side of a truck, must have the contractor's state license
number.
Verify the contractor's business location and telephone number:
A contractor who operates a business out of the back of a pickup truck
with a cellular telephone may be difficult to find to complete a job or
fix something that has gone wrong after the last bill is paid. You can
find a licensed contractor's "address of record" on this website when
you look up their license status.
Stop Unlicensed Activity
Unlicensed practitioners pose a threat to you. Why?
• Unlicensed individuals and businesses operate illegally.
• They do not follow acceptable standards or abide by a code of
conduct.
• They offer little or no recourse for dissatisfied customers.
• They hurt the economy because unlicensed businesses often do not pay
taxes.
• They steal business away from legitimate businesses and
professionals
who follow the rules.
• They pose a risk to consumers by committing fraud
Report Unlicensed Activity:
Unlicensed contracting is part of California's estimated annual $60 to
$140 billion dollar underground economy. These individuals do not pay
taxes, have insurance or bonds. It is not unusual for them to be
involved in other illegal activities as well.

The Risks of Being an Owner/Builder:
If you are considering doing a construction job as an "owner/ builder"
there are a number of important issues to be aware of. Legal obligations
and risks may outweigh the financial benefits.
If your workers are injured, or your subcontractors are not licensed or
do not carry liability insurance or worker's compensation and they are
injured, you could be asked to pay for injuries and rehabilitation
through your homeowner's insurance policy or face lawsuits.
You should be cautious of unlicensed individuals claiming to be
contractors who prey upon homeowners. They may promise to guide you
through the owner/builder process for a consulting fee, but they are
breaking the law.
