I recently tried to refi with Citi. The process started in July and I locked
in a good rate. Now after 5 month I am still "waiting" for my loan to be
processed. My sense is that they don't want to honor the rate lock they
promised (essentially take my case as an "option" if rate goes lower, they
do refi at my locked rate, which is not a good rate anymore at the time of
closing, but they just drag on and not do anything if rate goes up, which is
the case)
Anyway, I am kind of angry right now as the whole thing dragged on for 5
month without any progress. I have excellent income and credit. They cannot
find any problem, so they still keep dragging things on.
I missed out refinance opportunities with other lenders, the loss here is
not quantifiable, but I have paid 600 for appraisal and I hope to get it
back. I don't want to deal with citi anymore.
Is there anything I can do? Is there anyone--regulatory agency etc--- I can
talk to? Is small claim court an option?
I have tried to talk to the banker who worked with me and tried to talk to
his boss, no real effect on anything.

Citi一般是很慢很慢,不过根据你的情况页应该不能这么慢。appraisal一般只有4个月
有效,现在看来也是过期了。
如果你是跟Citi的branch,或者retail lending 部门做的话,恐怕很难要回来你的
appraisal fee。
像我,作为broker会承诺我的客户rate,以及如果由于我的误判导致贷款做不下来,我
会refund appraisal fee,但是Citi branch是一般不可行的,他们会有各种理由拖着
你,拖得你不找他们了为止。
现在rate很不错啊,比五个月前好不少啊。
