1. lift the wet carpets, remove the soaked padding underneath;
2. rent blowers from HomeDepot and blow the wet carpet until dry;
3. place new carpet padding
4. put carpet back
I tried renting a rug doctor to suck water before step 1, but found it very
hard to suck all water from paddings, so replace is better. you can buy it
from HomeDepot.
