It depends on the prosecutor. If the prosecutor decides to do so, victim does
not have the right to withdrawal.
Likewise, victim does not have the right to decide whether to arrest the
suspect or not, either. She only has the right to call the police and be a
witness in the possible following criminal charge.
For civil claim (emotional distress, etc), that's another story. But I
