it worths the money. I think in China we are building one near
Shanghai, another near USTC. But they are not the newest generation
synchrotron sources.
FreeElectronLaser is also being designed and it is well believed
the first FEL facility will be built near 2010. It will cost a lot
more but also generates more photons and provides more flexibility
to the photon energy, thus will have more potential application.

1.Shanghai SSRF is the 3rd generation light source, almost is the
newest. -- If u don't count FEL as synchrotron light source, as
well as some experimental improvement at NSLS. -- In the other word,
SSRF is a latest practical 3rd source.
2. An experimental FEL is running in Jefferson Lab, VA. And two
practical FELs is been building in SLAC, Stanford CA and Germany.
SLAC FEL will finish in no more than 5 yrs(3 yrs? I don't remember)
