\usepackage[pdflatex]{graphicx}
% need to specify the driver explicitly above
and use the 'figure' enviroment to include the .eps file.
% it's said that 'graphicx' is better than 'epsfig' which is
% kind of old...
btw, I usu. generate a pdf in the way:.tex->.ps->.pdf
latex foo.tex
dvips foo.dvi
distill foo.ps
% there is no pdf[la]tex in our unix server.
