it's unlikely your father is still a student.
you are not responsible for his medical bills.
in many places, there are community clinics that charges very low or
even free for low income people. however, they tend not having big
equipments for major exams, and the patient may have to have those
done at a hospital. then you can negotiate with the hospital to lower
the charges.
