前几个月因为鼻子不太舒服去学校的诊所检查，学校的医生看了一下说我把你REFER出
去到专科医院。我去了专科医院后，医生看了看说给你先开点药，如果不好的话再做一
些过敏测试。我说那就近期约个时间做吧，于是就约了时间在这个专科医院做了过敏测
试。
这两天收到一份账单，里面收取当时的过敏测试的检查费用，其中有这样一段话：
Coverage excludes services obtained without a referral from the student
health center. The claim was denied since our files do not show a referral
issued for these services. If you did have a referral, you would need to
contact the Health Center to have them review your records.
我想问的是：他们搞错了还是我应该在做过敏检查之前征得原来学校的医院的同意？谢
