AFTER 34 days of ferocious bidding, India’s long-delayed auction of
licences for third-generation (3G) mobile networks ended on Wednesday. The
result: a stunning 677.2 billion rupees ($14.6 billion) in revenue for the
government, nearly twice what had been expected. Nine of India’s 15
