据路透社1月19日报道，印度警方是在印度临近尼泊尔边境的北方邦（Uttar
Pradesh）逮捕上述三人。当地警方表示，三人在尼泊尔边境的一个小镇进入了边境管
制区，拍摄营地情况；他们起初曾讹称自己是印度人，之后才承认是中国公民由尼泊尔
入境，但并无旅游证件。
当地警方负责人Sanjay Kakkar称，三名被控中国人自称是中国电信设备制造商华
为HWT.UL的员工，其中包括一名女子。Kakkar说道：“我们发现他们在未持有合法印度
签证的情况下擅闯印度领土，因此将其逮捕。”他并称三人被发现拍摄了印度边境军营
的照片。“我们还怀疑他们涉嫌洗钱行为，因他们还持有以其名字开具的携带印度纳税
