BS. You have no idea what it cost to build high speed train track on the
scale needed to connect medium sized cities. High speed rail track can cost
100 million RMB per kilometer, even build to the 250km/hr slower speed
standard, the cost can still reach nearly 50 million RMB per kilometer. To
connect cities just 100km apart using 250km/hr high speed track, you will
need to spend 5 billion RMB. To form a small network between several cities
100km apart, the cost would be 20 billion RMB easy. While the cost of one
airport for a secondary city is no more than 1 billion RMB. You could
construct 5 airports for the cost of just 1 100 km long segment of 250km/hr
high speed track.
