Those are not really Honor medals. The first two just indicate you
participated in the effort, everyone in the theater of operation can get one
. Rifle Marksman ribbon is awarded to everyone who completes weapons
qualification course for the weapon, same for Pistol Expert.

Those are not honor awards. It's like a diploma for regular folks. A true
honor award is something like a bronze star, silver star, distinguished
service cross, etc.
His awards just indicate he was in military, and didn't sit in a warehouse
at home pushing papers all the time.
