Leaker's Ties to China Probed

WASHINGTON—U.S. lawmakers briefed Thursday on the recently revealed NSA
surveillance programs trained their fire on the self-described source of the
leaks, Edward Snowden, suggesting he may be cooperating with the Chinese
government.

Without presenting any evidence, the top two lawmakers on the House
Intelligence Committee raised questions about whether Mr. Snowden, 29, has
defected to Hong Kong and has any ties to China. "Clearly, we're going to
make sure that there's a thorough scrub of what his China connections are,"
said House Intelligence Committee Chairman Mike Rogers (R., Mich.).
Calling the former National Security Agency contractor a "traitor," Mr.
Rogers said: "We need to ask a lot more questions about his motives, his
connections; where he ended up; why he is there; how is he sustaining
himself while he is there; and is the Chinese government fully cooperating?"
The comments by Mr. Rogers and Rep. Dutch Ruppersberger (D., Md.), the panel
's ranking Democrat, followed a three-hour closed-door committee meeting
with Gen. Keith Alexander, the National Security Agency director who also is
head of the U.S. Cyber Command, who provided more details about two NSA
programs whose documents Mr. Snowden revealed to newspapers last week.
Their comments came a day after Mr. Snowden said in a published interview
that he believed there had been more than 61,000 NSA hacking operations
globally, including hundreds in Hong Kong and on the Chinese mainland.
U.S. officials have maintained that the Chinese government has engaged in
cyberespionage directed at U.S. corporations, and have complained repeatedly
to Chinese officials. A spokeswoman for China's Foreign Ministry reiterated
Thursday that China's stance is that it is a victim rather than a
perpetrator of hacking.
Experts on Chinese politics said Mr. Snowden's comments could complicate U.S
. efforts to rein in alleged Chinese cyberspying. U.S. intelligence
officials didn't return calls for comment on his allegations.
One of the NSA programs that Mr. Snowden disclosed collects phone records of
millions of Americans and the other, known as Prism, gains access to
communications through Internet companies to spy on foreigners.

After the congressional briefing, Gen. Alexander defended the phone-record
program. "This is not a program where we are out freewheeling it," he said.
"It is a well overseen and a very focused program." He added that the NSA
was working to declassify details of the program's effectiveness.
Mr. Rogers said the phone-records program proved helpful to investigators
searching for associates of the two brothers alleged to have carried out the
Boston Marathon bombing attack in April in addition to helping uncover a
2009 plot to bomb the New York subway.
Federal Bureau of Investigation Director Robert Mueller also defended the
government's electronic surveillance programs, telling lawmakers at a
congressional hearing that U.S. intelligence agencies are "in full
compliance with the law.''
Mr. Mueller said the U.S. might have been able to prevent the Sept. 11, 2001
, terror attacks if the phone program had been in place then. He said
counterterrorism investigators identified the phone number of an al Qaeda
safe house in Yemen that received calls from one of the hijackers before the
attack—but that connection wasn't made until a later date.
Lawmakers were most concerned Thursday about Mr. Snowden's possible foreign
affiliations and his ability to get a hold of such sensitive documents.
"He's obviously now decided that he wants to relay information about
collection for foreign type collections which goes beyond his original, at
least stated, intention," Mr. Rogers said. "There is a long list of
questions we have to get answered about does he have a relationship with a
foreign government and is there more to this story?"
Mr. Ruppersberger also zeroed in on possible China connections.
"He chose to go to China, a country that's cyber attacking us every single
day; taking billions of dollars of American business data," Mr.
Ruppersberger said.
