You don't understand the play here. It's happened to me before so I know the
deal. The bikers want to create open highway for racing/stunts. So they cut
off the last remaining car before a gap and brake to slow that car to 30
mph or less. The rest of the pack moves up to the rolling start line, which
is exactly what the guy with the helmet cam was doing when the accident
happened. Then the pack would take off and race on the open highway. Only in
this case the bike doing the blocking braked way too aggressively; he was
mad at the car for some reason, maybe for honking, maybe some gesture, maybe
for calling 911. In any case, he miscalculated and caused the initial
accident.
