Bill de Blasio: Expand Elite NYC High School Admissions Beyond Testing

Bill de Blasio vowed Wednesday to overhaul how children are chosen for New
York City’s elite public high schools, saying the high-stakes admissions
test should no longer be the only factor in the selection process.

Tackling an emotional issue for parents and schoolchildren across the city,
the Democratic mayoral nominee blamed the reliance on the test for creating
schools that he said did not reflect the city’s diversity.
Using the grueling two-hour test as the only basis for admissions creates a
“rich-get-richer phenomenon,” because wealthy parents can afford expensive
test preparations for their children, he said in a wide-ranging interview
with the Daily News Editorial Board.
Although more than half of the city’s residents are black or Latino, just
12% of the students at the elite high schools — which include Stuyvesant
High School, Bronx Science and Brooklyn Tech — were black or Latino last
year.
And that was down from 14% the previous year.
“These schools are the academies for the next generation of leadership in
all sectors of the city, and they have to reflect the city better,” de
Blasio said.
De Blasio — whose 16-year-old son, Dante, attends Brooklyn Tech — said he
would push for a change that would require a variety of factors to be used
in the admissions process, including grades, portfolios and extracurricular
activities.
He dismissed critics, including his Republican rival for mayor, Joe Lhota,
who claim that allowing other factors into admissions decisions beyond one
standardized test would reduce the quality of students in the schools.
De Blasio recalled a conversation he said he had a few years ago with the
admissions director of one of the nation’s elite public universities.
“He said he could fill the entire University of California, Berkeley, with
students who had 800s on their SATs. He said he could fill literally every
single spot … [but] he doesn’t do it because he wants leaders, he wants
talent, he wants creativity, he wants people of different interests,” de
Blasio said.
The admissions process for the elite high schools is set by state law. De
Blasio’s proposal to change it would require the approval of the
Legislature and the governor.
De Blasio’s position drew praise from the NAACP, which has been trying for
years to get the city to overhaul the admissions process.
“I think [changing the admissions process] would get us where we need to be
,” said Hazel Dukes, president of the New York NAACP.
“Grades should be a factor, and other things as well.”
But others say using the standardized test as the sole admissions factor
creates the fairest system, given the city’s limited resources to choose
among the thousands of applicants for the coveted spaces.

Science (pictured), suggested that de Blasio should be asking, “’How do we
prepare more students to competently take the test?’ … In my area of the
Bronx, low-income kids aren’t even thinking about it. It’s something you [
should] start in third and fourth grade.”
And Peter Galasinao, a past co-president of the Stuyvesant HS parent
association, said changing the admission process to introduce other criteria
, such as extracurricular activities, might have the consequence of bringing
even more privileged kids into the elite schools.
“The kids that have the best résumés in seventh and eighth grade have
money,” said Galasinao, whose son is a senior at Stuyvesant HS.
In his interview with the News Editorial Board, de Blasio said that he would
fight to make sure charter schools — a pet policy initiative of Mayor
Michael Bloomberg’s — are not favored “over traditional public schools.”
“My focus is on the 1.1 million students in traditional schools,” he said.
De Blasio also said that, if elected, he would immediately try to push
through an expansion of the recently passed city law mandating paid sick
days to companies with at least 15 people.
He said he would extend the mandate to companies with as few as five
employees, an expansion that critics say would drive small businesses out of
the city.
Meanwhile, de Blasio was a no-show last night as Lhota and the Independence
Party’s mayoral candidate, Adolfo Carrion, debated on NY1.
De Blasio, who has a gigantic lead in the polls, has only agreed to one
debate — next Tuesday, on
Channel 7 — beyond the two debates that he must participate in later this
month because he is accepting public campaign financing.
Lhota and Carrion spent much of the time battling the missing de Blasio
instead of each other.
Lhota took issue with de Blasio’s plan to charge rent to some charter
schools, saying there was "no reason why a charter public school needs to
pay rent to the city."
Carrion expressed skepticism over de Blasio’s plans for universal
prekindergarten because it requires Albany to agree to raise taxes on New
Yorkers earning more than $500,000. He called it “pandering" for votes, and
said it was unlikely to pass.
