This slide set explains why the Racial Bill SCA5 was passed due to
Democratic super-majority at State Senate.
Then it uses over 20 years of public CSU/UC data to prove Hispanic students
are well represented after prop 209 (mainly due to decreasing enrollment of
white students.)
It then makes a few suggestions to State government: solving the root issue
of K-12 education, encouraging racial harmony instead of creating racial
conflict, and building more college to accommodate exploding population, etc.

think Prop 209 was so great for Asian students. The overall percentage of
Asian student hardly changed at all after Prop 209. Presumably, SCA5 would
at worse return the enrollment policy to before prop 209. Then the Asian
student population would at worse drop from around 16% to 12%. No
significant difference really. So why does it matter to Asian whether SCA5
gets passed or not? |

不是略微降低或保持不变，而是大幅降低超过50%。

Then us Asians really should be supporting SCA5. It's actually the Latinos
who should be fighting against it.
