saying on Wednesday.
"It is also believed Chen is involved in a large-scale credit breach
believed to be in excess of $70 million according to investigators from the
Target Corporation," the newspaper cited an arrest affidavit as saying.
The cyber-attack on Target was the second-largest cybersecurity breach at a
U.S. retailer. It dented the company's profits, shook consumer confidence,
prompted congressional hearings and helped lead to the removal of Chairman

GEORGETOWN, Texas -- Police have arrested and charged a man for using a
stolen credit or debit card at a Target store.
According to an arrest affidavit, police originally believed 40-year-old Guo
Xing Chen may have been involved in the $70 million Target credit breach in
December 2013. However, in a press release late Wednesday night, Georgetown
police said there is no indication he is connected to the larger breach and
they don't believe he was responsible.
Police say on Dec. 12, Chen and another unidentified man used a stolen
credit or debit card to purchase several gift cards at a Target store at
1021 West University Avenue in Georgetown and at another Target store in
Round Rock. Police also believe Chen used the stolen cards the previous day
at a Target store in Temple, Texas. An internal "Be On The Lookout" alert
had been issued within Central Texas Target stores.
The affidavit says Chen had an outstanding felony warrant for credit or
debit card abuse from the State of Arkansas.
Chen was charged with fraudulent use or possession of identifying
information and credit or debit card abuse.
