valley)部族村民扬言向中国求助。此举令印度中央政府恼怒，也促使喜马偕尔邦政府

地处中国边界附近的桑格姆和昆加里村的村务委员会宣布，他们认为自己遭到邦政府忽
视，为了发展，将不得不寻求邻国的帮助。
桑格姆和昆加里村的村务委员会宣布，他们认为自己遭到邦政府忽视
政府对村民的威胁大吃一惊，于周六要求警方查明事实，找出煽动村民提出亲中国口号
的人。
(中央区)警察总监PL•塔库尔说：“我们已要求查清事实真相，并已责令当地警
察提交有关村民抗议的具体报告。”内政部也要求拉胡尔斯皮提区的行政部门调查此事。
这个部族山谷以风景优美出名，当地12个村的村民对历届政府都感到不满，认为当地发
展缓慢，而政府对过去3年他们所面临的困难不闻不问。
村民们一直焦虑不安，特别是为过去一年的道路中断。
由于冰川快速融化，针谷的小溪河水暴涨，冲垮基里河的主要桥梁。政府为村民修建的
一个人行天桥也被冲走。村民因此遭遇运输当地主要经济作物豌豆及日用品的困难，多
个村子价值数十万卢比的豌豆白白烂掉。
喜马偕尔邦位于印度西北部，达赖喇嘛所在的达兰萨拉就位于这个邦。东部同北方邦及
中国西藏相邻，南部与哈里亚纳邦和旁遮普邦相连，西部和北部同克什米尔地区连接。

MANALI: Peeved at official apathy towards improving infrastructure in remote
Pin valley of Spiti in Himachal, residents have sparked a row by stating
that they will seek help from neighbouring China if the state and Central
governments cannot develop the area. Weak infrastructure was forcing exodus
of villagers from border villages, sources said.
Pin valley shares its border with China and a few villages here are located
at distance of only a few minutes' walk from the border. A flood in Kiri
rivulet in June 2012 had damaged the bridge which connects 13 villages of
Pin valley with rest of the state. Two years have passed and Kiri rivulet is
again in spate but the government has not made any provision to build the
bridge, sources said. Villagers are putting their lives in danger when
crossing the rivulet, making use of the damaged bridge, they said.
Expressing the pain of villagers, president of Sagnam panchayat Lobsang
Tandup said, "If our government has nothing to do with the pain and problems
of its citizens, then we will not be averse in seeking help from China." He
added that his statement can be condemned, but he is expressing the pain of
people.
Agitated villagers of Kungari and Sagnam panchayats said that everything
including road, water supply, power supply and bridges is in a dilapidated
condition and the state and Central governments are not resolving their
problems since long. China has strengthened its infrastructure close to
Himachal and Ladakh so as to increase its military power while Indian
government has failed to give them basic facilities, they said. "We are
tired of begging from the government. Our people are risking their lives
every day," Tandup said.
Pea is the main cash crop of Pin valley which is bearing the brunt of floods
in Kiri rivulet for the last four years. Villagers are not able to take
their vegetables to market in time and are risking their lives by crossing
the flooded river using the temporary and damaged bridge. "Villagers are
dependent on farming for their livelihood. The government should at least
build a permanent bridge here," said Kungari panchayat pradhan Chhewang
Topge.
Vice president of National Commission for Scheduled Tribes, Ravi Thakur,
said that exodus of villagers from villages close to the border is largely
due to lack of infrastructure, which is a matter of serious concern. "It
could be dangerous for national security. We need to strengthen the
infrastructure in border areas. A temporary ropeway has been built across
Kiri rivulet so that villagers can ferry their agriculture produce. Efforts
would be made to improve the lives of tribal people. Development is the only
way to stop migration from mountainous regions to plains," he said.

Pin valley residents have no Idea that Chinese help will come with a cost
and that may threaten their very basic way of life. My advice to the elders
of Pin is to find and than meet with some Tibetan refugees. They are living
all over India. You will learn a lot from them. China is a hell for people
who believe in God (Either it is Budha, Allah, Jesus or Krishna).

with nothing new, this happens. [][][] Here is a story about an Indian
border population openly contemplating inviting the Chinese in or going over

with China.

before filing this story, he would have noticed that the Pin Valley is in
the interior of Spiti and does not have a border with China. No village in
the Pin Valley is a "few minutes walk from Tibet"! Doesn't the vast Times

shares its border with Tibet. In school time we used to trek through the
Dhankar and we were able to see the china border (tibet). Once my uncle

Indian: Yes, Spiti does have a border with Tibet but not the Pin Valley per
se. Now if this story had been about the Lingti Valley or the Parechu Valley
which are also in the Spiti region but are far closer to Tibet than the Pin

display a remarkable ignorance about the geography of your own region!

They sent money to Vermont (our only socialist State). So I understand the
frustration of hte People of Pin. Maybe they can get the money to fix the

The more these people feel marginalized, the less stake they will have in
India. It's this sort of disenfranchisement which leads to the creation of
separatist groups and pose a security risk to India, and presents a real
opportunity cost in lost productivity.

Good point Morgan, India has a very fractured and diverse population with
deep divisions of language caste religion and has a skewed wealth
distribution. Every region of India has its own ethnocentricism and
political and economic power is hogged by the upperclass and caste elite
from the Hindi speaking "cow belt". Nobody else has their power and
influence,not even the southern Brahmins. The result is a disenchantment
with India's political system and the rise of secessionist tendencies.If you
follow India's media you will find that,of late regional politicians have
frequently invoked the secessionist sentiment,whether it is Seema Andhra
politicians suggesting they could apply for UN status or Tamil Nadu
politicians vowing never to accept Hindi.We will ignore Kashmir for a while.
Let us look at Manipur and Mizoram. One is a predominantly Hindu state and
the other is a Christian. Both have festering secessionist militant

Morgan,Lord Wavell,presented the Cripps Mission plan which offered a Federal
structure for India.This would have averted India's Partition. It would
have given region of India its own space and yet kept a strong unified
defense apparatus,foreign affairs, and communications system in place.
Federations such as these have been successful elsewhere Switzerland being
an example with Spanish,French.and German speaking areas.The plan was
rejected by the Congress Party who wanted a North Indian Hindu majority
government to rule the nation from Peshawar to Imphal and from Srinagar to
Cochin.Nobody asked what was common to the Afridi and Meitei or what was
common between the Hunza and the Namboodri.Winston Churchill: " India is no
more a country than Europe.".

Please help poor people and government here. We need economic and
technological know how from western countries to develop in all sectors. You
guys are right that India is a small Europe. It is also interesting that
every region in India has separatist leaders but in the end of the day they
all stand United against any foreign aggression or interference. I think you
guys need to see Indian Armed forces, where people from all these so called
separatist regions work, live and fight together. I think unity in
diversity is the best concept India has given to the world from the ancient
times. See countries like Canada, US and Australia are trying to cash into
it.
