the most economic way to deal with this is to refund and not have you pay it
back
the catch: if people abuse it. this will crash.
in the US people mostly don't abuse it, so this is workable, and they give
you credit.
try this in china? hehe.... |

this is a different matter
土鳖国的ebay贩子 sell to foreign buyers, who don't abuse
you need to find examples of sellers to sell to buyers in china and do the
same thing. unfortunately, if they ever existed they are long dead
