美国总统奥巴马周四（7月16日）前往俄克拉何马州的一所监狱视察，成为美国有史以
来第一位视察联邦监狱的在任总统。
此举是改革美国刑事司法系统的一部分，其背景是美国在过去35年中，监狱囚犯人数翻
了两番。
美国监狱内目前的囚犯人数达220万，每年经费800亿美元。
虽然美国人口不到世界百分之五，但监狱囚犯人数却几乎占世界总量的四分之一。
美国监狱囚犯总数相当于欧洲35个囚犯最多国家的总合。
奥巴马此前曾经表示，量刑过重，特别是非暴力的毒品犯罪的量刑过重，是囚犯人数大
幅上升的主要原因。
他在自己的社交媒体推特上曾经写道：对非暴力的毒品犯罪，我们有必要减少长期强制
刑期的最低刑罚，或者完全废除此类刑罚 |

"I think we have a tendency sometimes to almost take for granted or think it
's normal that so many young people end up in our criminal justice system.
It's not normal. It's not what happens in other countries. What is normal is
teenagers doing stupid things," Obama said after touring the facility and
visiting with the six inmates.
