Truth of the matter China doesn't know how to make anything that's top notch
. Yes, they can copy and clone but that's about it. What they have going for
them is cheap labor, and lots of it. They devalue their currency so that
they are always cheaper on everything. This hurts the average Chinese
Citizen, but the leaders aren't concerned about that.

Why bother 'figuring it out' when $Billions of US dollars have already been
spent perfecting it. Besides it would make China feel proud to steal
another very expensive piece of intellectual property, and severely weaken
or cripple the US at the same time.
After all the US taxpayer has been footing the entire bill for over a decade
, with Lockheed Martin executives earning $Millions annually while the
program slowly grinds along.
Much less of this espionage activity would be going on if Lockheed Martin
hadn't insisted on the F-35 becoming a NATO plane. Selling them to everyone
willing to buy. Eventually, an entire plane will find its way into Chinese
hands. You won't see this with the F-22 which Lockheed desperately wanted
to build a NATO version with visions of C-130 type international sales
lasting decades.
Furthermore, the Chinese would rather spend their resources on hacking the
US and its corporations, building submarines, aircraft carriers and South
Pacific Islands.
Try to understand the Chinese by thinking along the lines of the fictional
Star Trek nemesis called the "borg", and then you'll have a much clearer
idea of how the Chinese see's all the other nations in the world.
