criterion of USNews, Tsinghua University is the second, and therefore it is
the second on the ranking.

Nearly all the features are related to research and papers, which is a
strength for many engineering universities in China. On the other hand,
features like teacher-student ratio, a common weakness for nearly all the
Chinese universities, is not included. That is the reason why Tsinghua
University is ranked the second in this ranking. You cannot say it is stupid
, it just has a different emphasis.

It is always hard to weight quality factor and quantity factor of papers
produced by a university when ranking universities. Different from Rachit
Dubey 's view, in the USNews ranking, the overall quality weight (42.5%) is
nearly twice as much as the overall quantity weight (22.5%).
