的对话正在继续,并敦促朝鲜与美国展开(关于放弃核武问题的)会谈。
2月10日,韩国总统文在寅会见了朝鲜高级代表团并与之共进午餐。期间金与正以金正
恩特使的身份递交了金正恩的亲笔信,邀请文在寅在方便的时候访问朝鲜。但文在寅回
应说,朝鲜需要和美国开展积极的对话,为其访朝创造条件。
以前朝韩进行过两次领导人会晤,第一次是2000年时任韩国总统金大中访问朝鲜,第二
次是2007年时任韩国总统卢武铉访问朝鲜。前两次朝韩领导人会晤是韩国主动进行的,
是奉行对朝阳光政策的金大中和卢武铉主动推进的。
但文在寅的这番表态却是基本拒绝了金正恩的邀请,一切似乎并非意外。原因在于美国
接受朝方对话的前提是必须朝鲜同意放弃核武器,并且也只能是有关朝鲜弃核的磋商对
话。除非朝鲜在核武问题上让步,否则,文在寅访朝的时机并不成熟。

Pyeongchang (South Korea) (AFP) - South Korea's President Moon Jae-in on
Saturday said it was too early to think about a summit with North Korea
despite the Olympic-driven rapprochement with its nuclear-armed neighbour.
Moon last week received an invitation from the North's leader Kim Jong Un
for a summit in Pyongyang. The invitation was extended by his younger sister
Kim Yo Jong, who visited as part of a high-level delegation to attend the
Winter Games in the South.
"There are high hopes for a North-South summit but I think it is a bit
rushed," Moon told reporters in Pyeongchang during a visit to the main press
centre.
The North is subject to multiple sets of UN Security Council sanctions over
its banned nuclear and ballistic missile programmes and conducted dozens of
weapons test last year.
But the Winter Olympics in Pyeongchang have seen Moon and Kim's younger
sister cheering a unified Korean women's ice hockey team, enjoying a concert
and dining together.
However Moon said the so-called "Peace Olympics" have highlighted the need
for engagement between Washington and Pyongyang.
"The general consensus on the need for dialogue between the USA and North
Korea is gradually increasing," he said.
"We are waiting for the current inter-Korean talks to lead to dialogue
between the USA and North Korea, and to denuclearisation."
Washington insists that Pyongyang must take concrete steps towards
denuclearisation before any talks can begin, while Moon has long argued for
closer involvement to bring it to the negotiating table. |
