并劝说美国赶快“悬崖勒马”之际，北京又闻两个噩耗，一个是美国国务院针对中共颁
布新规，要求在美国的中共外交官若与州、地方和市政府官员举行任何会议，或官方访
问教育和研究机构，需要报备美国政府。一个是正在美国访问的意大利总统公开支持美
国，捍卫公平开放的市场，并宣布放弃华为5G。
如果说前者将对中共外交官与美国相关机构的勾兑或影响加以了限制，那么后者则是对
中共在欧洲推行“一带一路”计划的重大打击，给了中共当头一棒。本文重点分析后者。
10月16日，美国总统川普（川普）在与意大利总统马塔雷拉就贸易、非法移民、国家安
全等议题举行会谈后，举行了联合记者招待会。马塔雷拉表示，他与川普总统共同讨论
了与中国的关系问题，他们决心共同捍卫以联合国为中心的有清晰规则可循的世界秩序
，捍卫公平开放的市场，而且这个市场需要支持世贸组织的原则。马塔雷拉还强调，意
大利认同在贸易与投资方面需要一个公平竞争的环境，要保护贸易各方的知识产权，不
允许盗窃知识产权，他还宣布意大利将正式放弃华为5G.
意大利为何作出如此选择？马塔雷拉给出了答案，那就是“对于意大利来说，美国不仅
是一个坚实的盟国，而且是一个拥有相同民主道路，享有同样的自由，保护人权，尊重
少数族裔，依法治国的价值观（的国家）。”自然潜台词就是中共治下的中国是一个没
有自由，没有人权，不尊重少数族裔，没有依法治国的国家，意大利是不屑于与这样的
政权为伍的。
意大利的选择，无疑让中共在欧洲推行的“一带一路”计划又一次受阻，昭示着欧洲又
一个国家对于中共针对欧洲的渗透、影响力和采用“订单外交”的分化政策，有了清醒
的认识。 |

这个意大利总统说话有逻辑问题。既然要捍卫公平市场，那么就不应该把华为排除在外

ROME (Reuters) - Italy’s new government on Thursday approved its use of
special powers in supply deals for fifth-generation (5G) telecom services by
a number of domestic firms with providers including China’s Huawei and ZTE
Corporation.
The measure was adopted under a law passed by the previous government in
July to broaden powers Rome has over companies of national interest.
A government source told Reuters at the time the decision to strengthen Rome
’s so-called “golden powers” reflected concerns over the potential
involvement of Chinese equipment makers Huawei and ZTE in the development of
5G networks.
The United States has lobbied Italy and other European allies to stay clear
of Huawei equipment and to also pay close scrutiny to ZTE, saying the
vendors could pose a security risk. Both companies have strongly denied any
such risk.
The new government, sworn in on Thursday, said in a statement it had imposed
“conditions and requirements” in relation to purchases of goods and
services for 5G networks made by Vodafone’s Italian unit. It gave no
further details.
It also imposed undisclosed requirements on accords between Wind Tre, a unit
of CK Hutchison, and Huawei - the first time Italy’s special powers over
5G networks have affected the Chinese firm.
Italy also said it would exercise special powers over Fastweb’s purchases
of radio components from ZTE, supply deals signed by Linkem and accords
agreed by former incumbent Telecom Italia for systems that could adopt 5G
technologies.
The companies involved were either not immediately available or declined to
comment, saying they had not yet received any communication from the
government. |
