hold a unit for me, the manager said I need to pay a $80 apartment
inspection fee in addition to the $20 application fee. She said that this
pre-move in inspection is required by city and need to be paid by tenant. Is
this common in Saint Louis?

such sort of fee when I was renting.

University City every year. Not for you??????
Maybe samething for Crestwood.

in U City. It's an one time thing.

But my apartment in Kirkwood does not charge it to renters.
You can negotiate with the apts and try to exempt both $80 and $20. YMMV
though.
BF mm (porpoise) has rich experience on this. And she has not finish
reporting her apts finding story which began to publish here since last year
at this time.
