instance, if I applied Chase credit card last month, I am not supposed to

Club) this year so far, all approved with one query (BA).
I am thinking about Chase Sapphire and Amex HHonors now :-)

Chase requires 6 months in between (for Chase cards)
Citi usually requires 2 months (for Citi cards)
Still sometimes the CSR will let you go even if you break the rule; but they
can also officially decline your application with this reason.
And if you apply for the cards at the same time, maybe CSRs won't see other
inquiries at that time and just approve them (not sure); in this case the
rule did not take effect, but may take affect when you apply for another
card later
As to different banks, it is mainly depending on whether the CSR thinks you
have too many hard inquiries in a short time based on your credit
Then it is just a thing about credit score and luck
