操作了.

reward/rebate card需要到柜台。不论是否costco
在costco加油只能用amex，debit。但又没人。 |

So Citi Reward card is debit card without pins, but because this reward card
requires 需要到柜台 and COSTCO does not have 柜台, therefore I can not use
Citi card at COSTCO.
