Revolutionary Play Off Proposal

All right, this proposal combines hinahao's proposal with some of tntttt's s
uggestions. The original thread got TZT le, so I am re-posting (no pun inte
nded) it here. Bear in mind my english is poor.
hinihao suggested one important criteria for being NC: if you are in a confe
rence, you need to win the conference title first. We will adopt this crite
ria. This ensures fairness to the conference champion.
