以他们控制不了油价的. 倒是EPA通过各种所谓环保的法律搞得炼油厂要增加很多成本,
这个成本自然转嫁到消费者那里了.
你看疤蟆这次都拒绝了EPA的一个法律,就因为现在经济不好.
炼油公司本身就是capital intensive的,所以毛利不高的. 现在的政策很不稳定.所以公司不愿意大
量投资.

father in law is some kind of 头头 in EPA, so the second day there were fews
inspectors came in to my company, almost checked every single record in the past 10 years...
tried their best to look for mistakes...And finally got half million fine...
...
just for revenge....

house is sitting on 千斤顶 right now. He has to build a new foudation any
way, so he plans to lift his house. EPA said he had to apply a permit before
doing it. The application fee is $10,000 and they will not review the
application in 3 or 4 months,and there is a very big chance they will refuse
the application....
So basiclly he will paid $10,000 just for waiting 4 months to get a "NO"....

The Energy Tax Prevention Act stops the EPA from implementing cap-and-trade
carbon regulations that Congress considered and ultimately chose not to pass
. The Baucus and Rockefeller amendments tweak the margins of this debate –
but nonetheless allow EPA to proceed. A vote for either the Baucus or
Rockefeller Amendment is a vote for ‘cap and tax!’
The Energy Tax Prevention Act provides blanket protection for farmers,
ranchers, small businesses, and every other American from EPA's costly
regulatory intrusion. The Baucus and Rockefeller Amendments do not.
Although ‘Baucus’ attempts to exempt farmers, they will not escape
substantially higher energy and other costs, that will pervade every aspect
of the American economy. The American Farm Bureau opposes the Baucus
Amendment for this very reason.
The Energy Tax Prevention Act establishes that the world must address global
climate emissions comprehensively, to include China and India. The Baucus
and Rockefeller Amendments allow EPA to implement costly, job killing
regulations that effect only Americans. By trying to shield US farmers, the
Baucus Amendment effectively exempts China! By merely delaying EPA’s
regulatory assault on America, the Rockefeller Amendment perpetuates the off
-shoring of good jobs to India. Neither India nor China has emission
controls that are functionally equivalent to what America has today, let
alone under EPA’s planned ‘cap and tax’ assault. |

你要环保就要付出代价, 所以要做cost/benefit analysis. 不能不考虑成本. 又个
trade off的问题.
比如说象现在车辆的MPG, 你要求说5年内全部车都要60MPG, 可能做到嘛? 当然可能,
但成本是多少? 现在的EPA就是不考虑这个成本的代价. 所以对发展经济很不利. 连
bama都看不下去了.

经济不好的时候环保就是第一个被牺牲掉的
不过话说回来，经济不好了，那么庞大的部门要维持下去，政府不拨款的话，他们也只
能提高标准自己搞点创收了。。。
