我打算把它传真给郡警察局，州议员，不知道BERGEN NJ有没有郡议员，不然也想传真
一份。上庭见法官时也想把它呈上作为自我辩护辞，可否？
还有哪里可以投诉？
有哪里需要修改？

Citizenship complain
Dear Sir or Madam,
On the early morning, Aug 12, 2011, I was stopped by a Bergen County
Police (ID# 158), at Prospect street south, Glen Rock. At that time, he
stopped two other cars, parking next to the curb, waiting for him to write
the tickets in his police car. That street is a 2 way double lane narrow
street. You couldn't pass the stopped car without cross the double solid
line in the center of the road. It was morning rush hours, there were more
than 5 cars behind mine. I tried to wait the road became clear. But some
drivers behind me keep horning. I had no more choice, so I passed slowly and
safely. (There is no coming car on the other direction of the road. The
police stopped me and gave me a ticket. (Ticket# BCP-******) The statute no.
of the ticket is 39.4-86. "crossed double solid yellow line" That
police stopped other three cars during I am waiting for the ticket. I am
afraid all 6 drivers (myself included) get the tickets for the same excuse.
Is this abuse of power?
By the way, I have noticed that police keep doing the same thing at the
exact same place about once per week since that day. Some other drivers
turned to avoid that section when they saw that police there. They
complained that greedy police is focus on collecting money, not protecting
our citizen.
I hope this ticket could be cancelled, this is my first ticket since I
got my driving lisence in 2007.

我遇到过两次跟你类似的经历，一次是条子埋伏在一条speed limit sign丢失的路段，
一次是明明交了停车费（类似NYC pay station)，却吃了罚单，结果请了一天假，在法
院等了大半天，才被dismiss. 最后这次，我向警察局长投诉，局长亲自回信，居然说
罚单不是他的人开的。。 后来我想，下次是不是应该直接交罚单算了？ | p***y
