N.J. jobless rate at 9.8%, its highest level in 35 years

The highest unemployment rate in New Jersey in 35 years and the loss of 12,
000 jobs in July provided jarring evidence Thursday that the state’s
economic recovery is badly trailing the nation’s.

The state Labor Department said the jobless rate climbed from 9.6 percent to
9.8 percent in July, higher, for the first time, than when Governor
Christie took office in January 2010 and continuing well above the 8.3
percent national rate. And the loss of 12,000 jobs last month stood in stark
contrast with the nation’s 163,000-job gain in July.
The bad news, and another report released Thursday showing state revenue for
the first month of the new fiscal year coming in below projections, comes
less than two weeks before Christie takes the national stage as keynote
speaker at the Republican National Convention, where he is expected to frame
the economy as the key issue.
July job losses in the private sector were 7,100, while the state lost 4,900
public sector jobs. The Labor Department also revised the job figure for
June downward to 7,300 jobs added, from the original 9,900.
Treasury officials and Christie spokes-man Kevin Roberts stressed the long-
term trend of job growth.
“One month doesn’t make a trend,” Roberts said. “Over the long term we’
re experiencing positive job growth in New Jersey and have seen it in nine
of the last 11 months of this administration. We’ve added 79,000 private-
sector jobs since February 2010, the first full month Governor Christie was
in office.”
Christie himself, running for governor against incumbent Democrat Jon
Corzine in 2009, said this about the then-rising jobless rate.
“I don’t know how when unemployment continues to go up that you can say
that’s a success.
That shows the low standards the governor has set for economic success in
the state.”
One economist said the big picture is troubling.
“New Jersey is clearly not keeping pace with the overall nation,” said
Patrick O’Keefe, director of economic research at Livingston-based J.H.
Cohn.
Beyond the 35-year high in monthly unemployment, other historical indicators
indicate deep problems, he said. The figures show the largest month-to-
month decline in total non-farm employment since the end of the recession in
June 2009, he said. The portion of the available population at work had
shrunk to 59.6 percent, the lowest since 1983. Meanwhile, job gains between
June and July in 2012 were a third lower than the same period last year, O’
Keefe said.
Rising unemployment and a shrinking job market both signal that New Jersey’
s tepid recovery is leaving many in the workforce eager for employment but
unable to find opportunities, economists warned.
Charles Steindel, chief economist for the Treasury, said that given the
national “softness” and the state’s job gains in May and June, “some
fallback was likely.” Steindel, through a Treasury spokesman, declined to
