every system can be abused to a certain extent, it is cost of running the
system
as long as most of the money in this system goes to people who need the help
, this system is fine.
you can call for modification of the system, but you do not overturn it just
because you see some abuses.

My point is that when & if she sees some of that going on, I am sure she
would jump on the board and complain about it.
