历史水费单做了调整，当时就问了为了什么要做调整，被告知都是这么做的。卖家给了
100多块，作为六月到九月的水费。
这个月初，打电话给dep说要注册帐户，才知道上一季度水费是800多块，仔细询问后发
现仅7月份12天就650块。DEP说没有任何人打电话 request final read，所以现在帐单
需要买家付，还提到一般close时卖主或者买主会要求把帐单分开。
第一时间给close的律师打电话了，人家说纽约市都是按历史调整的，他30多年来都是
这么做的。我们要求他给对方律师发信说这个事情，他说他不管close后的事情，如果
要他involve的话，需要给他支付200块。
我们认为律师没有做好他的due deligence, 才会有现在的状况。
我们没有原屋主的联系方式，中介不给，中介也不希望involve，就说这事应该双方律
师处理。
请问房子close时都是对水费做调整的吗？如果卖主不愿意支付，我们去小额法庭的话
，有机会赢吗？律师在close方面有失职吗？

yes the water charge is estimated by the lawyers based on previous usage.
the bank lawyer and the buyer/seller lawyers should have verified on the
numbers at closing day.
DEP would advise a final read but the seller would need to pay sth. like $
125 for them to produce the final read, in NY they say water bill is always
associated with the house, so there's no reason for a seller to want to pay
for it.
DEP website has the daily water usage log, it might help if you want to
bring it up with the seller. | j***n

这两天给DEP打了不少电话。DEP说只要给他们打个电话就能够把水费单分开。纽约市很
多水表都是远程操控，所以只要dep上班，就可以读表。DEP的每个接电话的工作人员都
说律师没有处理好，而且还强调是close之前发生的事情，我们连appeal，dep都不会管
，因为当时我们根本不住里面，也没法说到底发生了什么。
