August. Consular officers are required to report to the Department of State

Sch. A 和EB1/NIW比较像，需要用I-140来建立七月的PD，
所以应该是要在七月底之前交才行，八月份交的不行

知道能否在7/31前完成所有的材料并及时地交上去。 现在其实距离/7/31 只有9天了。 |

但是光交140也没用啊。交485是需要140的receipt的，那么短时间不可能拿到140

所以还是要尽量赶在7月份全交上去。
