First of all, I don't understand why I got registered as a non-resident
student. I'd provided my addresses, working experiences and copy of green
card at the beginning of my application. I never thought I would be put
under this situation which makes me really stressful. I would assume it was
just a mistake because I am an US lawful residence since 200X and never
moved out of the state in past nine years. I paid Oklahoma state taxes every
year. I don't understand that why I have to fill the "petition form" with
the fact that I am a resident already.

Ms. XX,
I was able to look back over your records more closely, and I determined
that you will qualify for In-State Residency. I will have to notify the
Bursar and Financial Aid first before I can change your status in the system.

started. I definitely can not afford the out-state fees. And if I really
need to pay an out-state rate, I would had applied somewhere else.
We have a heavy course load this semester. Plus I have family and two little
kids, I barely have enough time to sleep. I really appreciate that you can
help me out on fixing this so I can concentrate on my study.
