签证啊？考古了一下好像是应该按申请时父母有无绿卡算的。但最近
在宝宝版上看到说DC的大使馆是按宝宝出生时父母有没有绿卡算的。有人最近有给宝宝

I've just got 旅行证 for my kids at DC, after both my wife and I got our
green cards.
Actually we prepared forms for visas. But the lady was so nice to tell us
that since we did not have green cards at the birth of our kids, it is their
understanding that we can still apply for 旅行证. It's better to have
parents status proof at the child's birth date.
We have got 旅行证 even though we did not bring our H1/H4.
