certificated by the Embassy of the country of issuance unless they have
obtained a US passport, which may be used to prove their date of birth

1. US consulate in China -- they will have to accept it.
2. Chinese consulate in US -- if they do not accept it, then mail to US
Department of State to authenticate.
BTW, green card should be an acceptable proof of DOB. Try to argue with them
. Maybe they just did not think of this.
