school districts from making “any student promotion or placement decisions
based solely or primarily on student performance on the state administered
standardized English language arts and mathematics assessments for grades
three through eight.”
Given this new legislation the New York City Department of Education will
not be making Gifted & Talented placements in grades 4 and 5 in September
2014. In the past, families interested in applying for Gifted and Talented
placement for children entering grades 4 and 5 would submit an application
in the summer to the Office of Student Enrollment. Eligibility was
determined based on the applicant’s scores on the New York State English
Language Arts and Mathematics tests and placements were made based on
available seats in requested programs.
