1996 and newer vehicle needs state emission test annually.These vehicles
have OBD II{ on bord diagnostic computer]
If car control system has some problem, the computer will set 'check engine'
light on . The car which has 'check engine 'light on will fail state
emission test.During the test, a emission machine gets all information from
the car after a OBD of the car is connectted to emission machine. The
emission machine knows ' check engine 'light on, and will not let car pass
the test.
