nging Society》的主要观点之一，老亨的那句老话：
The Primary problem is not liberty but the creation of a legitimate public o
rder. Men may, of course, have order without liberty, but they cannot have l
iberty without order. Authority has to exist before it can be limited, and i
t is authority that is in scare supply in those mondernizing countries where
government is at the mercy of alienated intellectuals, rambunctious colonel
s, and rioting students.

减少美国的损失，给选民一个交待。
