人不在美国，刚开始办H1B签证，对整个程序还不了解，家属准备同时申请H4。学校
International office 给我发了一些材料，其中提到H4：
Unlike an H-1B visa petition, an H-4 application is an individual petition.
The International office is not able to make any inquiries on your behalf
with the U.S. Citizenship and Immigration Services because only the
applicant is permitted to make inquiries. Also understand that the H-4
applications may be approved BEFORE the H-1b.
这个意思是不是说学校不会负责家属申请H4的事情？那H4的申请程序应该是什么呢？向
哪里递交申请？什么时候递交？我在添表格的时候有一项是：Are applications by
family members being filed with this petition: 我还是应该添yes吧？
