本人是PhD,想申请这个program的postdoc，看到网站上说:"NRC Research Associates
may not hold H-1B, O-1, L-1, TN or other such employment-based visas because
Associates are not employed by the NRC or the host federal laboratories."
在F1那边又说:"Authorization to work or receive a stipend is limited to 12
months and is non-renewable.
Note: The 17-month STEM extension of OPT does not apply to NRC Associates
because they are not employed while on tenure.
"
请问这是说只能工作一年不能延期OPT也不给办H-1B的意思吗？
