required by law. typically quotes one sees are the NBBO (national best bid
offer) which could be on any exchange. ARCA, AMEX, EDGE, BATS, NASDAQ, NYSE,
Boston, philli to name a few.
when a market order arrives at any exchange, the law provides that the
exchange first check quotes on all other exchanges and reroute the order to
one if that one is displaying a better quote than itself. this is described
as "NBBO is protected" that no execution can happen out side of NBBO.
I doubt retail investors see the per exchange quote books, most likely just
the NBBOs, which during today, probably are displayed on NASDAQ, EDGE or
BATS.
so today was actually a very good example of US exchange systems working as
they are designed to.
would be bad if NYSE could not get back on line before close. that would be
the close price determination would be disrupted and NYSE listed securities
would have trouble mark to market today, which is a huge deal to the economy.
