“Railroads, savings institutions, insurance companies, banks, and small
business investment companies may not file for bankruptcy under Chapter 7”
为什么铁路等上述行业不能用chapter7 申请破产呢？
在chapter 11, 说是“although chapter 11 is intended primarily for business
debtors, an individule is eligible for relief under Chapter 11”.chapter 11
是重组啊，个人怎么重组？我记得lehman brother 申请破产保护时，也是under
chapter 11,它都liquidate了，还怎么用chapter 11- reorganization 呢？

那“big investment companies”呢？投行是investment company吗？investment
company似乎很宽泛，到底哪些算investment company,多小才是small investment
company呢？比其大就是big investment company吗？
