当然如果卖了是赚是赔另当别论，我是想问从法律角度以及债券本身的agreement看，
这是否允许？也就是说--
1. 这些国债本身是否规定了只能由政府持有？
2. 是不是有某些国际条款规定政府间持有的国债只能在不同的政府间买卖，而不能卖
给本国的老百姓？
至于中国的证券市场有什么规定倒是无所谓的，反正只要中国政府真想卖，什么样的法
律规定都能改的。 |

请问党妈为什么要买美国的国债？
为什么大家都知道人民币要升值可是实际汇率还是紧紧的被党妈控制？

不过这个问题不是问党妈的目的，只是问如果党妈真想卖美债给老百姓，可不可以卖。
国内的一切法律法规可以忽略，因为只要党妈想改就能改。我问的是有没有国际的协定
，或者是该债券本身的条款，限制了党妈的买卖。

2009年底，我国GDP为33.54万亿元，是1978年3645.2亿元的92倍。但同期，广义货币供
应量却从1978年的859.45亿元增长到2009年底的60.62万亿元，为705倍。尤其近20年，
货币增长更快。1990年，中国广义货币供应量M2余额为1.53万亿元，截至今年9月末，
广义货币余额已经达到69.64万亿元（媒体普遍报道的一个数字是：超发43万亿元）。
目前，中国的货币总量已经超过美国货币总量20%多，直逼30%。以中美两国的经济总量
来计算，中国的货币增发实在太严重了。
再看一组数据：2000年时，我国广义货币供应量与GDP的比例为1.5：1，2009年为1
.8：1，超过同期美国的两倍（美国仅为0.6）。

Another major problem is once China sells a significant amount of US debt,

债券可以公开买卖，只是中国目前还不能让人民买外国证券
应该会慢慢开放，到时候，中国人民的外元账户，可以买卖外国的股票或债券
