When Salt Lake City embraced anti-discrimination ordinances for gay and
transgender residents last fall -- snagging a landmark endorsement by the
LDS Church and widespread support from city officials -- more shifted than
public policy.
Public opinion -- throughout Utah -- jumped, too.
